Civilization-like: Project Completion Time for Govt Projects

I noticed how Civ-like are some government projects. the years it takes for them to assemble the necessary assets to bring them into fruition.

In the Philippines there are a lot of laws that try to prevent corruption, I do note that in my Game Theory lessons, more complicated laws don't actually help in making things more above-board, its actually transparency, in the case of government and accountability, that does.

Anyway any government project here in the phils will take about 5 years or more when it involves buying land. It also has severe obstacles regarding the relocation laws, since there is a stupid law that incentivises squatters to settle on gov. land to get free land which they can sell, and start the cycle a new.

One severe limitation for any gov't project is the amount of manpower in pulling it off. Since there are severe Trust issues, and the corrupt who have a lot to profit can easily derail any project, if there is not enough man power to make sure every step and action taken is above-board and legally sound.

Democracy means having every step questioned, which in turn makes every step much more expensive in either Time or Cost. So I think, in this case, every move should be done must have goals of shoring up Capital for future moves, and Political Capital as well.

Interestingly, Going after a Powerful Tax evader is a Cash bonus, and Political Capital. People are willing to pay taxes to a government who can make the elite tax evaders pay really badly.
