What should the Goverment spend on?

Given the realities of how the markets work and the conflicting interests of many parties, a nice puzzle to try to ask is "What should the goverment Spend on to get out of this economic situation?".

The first thing that comes to mind is infrastructure. Of course, there will be infrastructure creation it is a very basic element the problem with the level of "basic" is asking "infrastructure for what?".

Then comes the task of identifying strengths, weaknesses, and one's (economic) role. It then becomes a question of how well you know your country, your people and their strengths. Entering the equations with unrealistic-ungrounded values the first problematic factor that comes in making this decision. Patriotism is great in getting the job done, but not knowing what battle-field to fight in.

Given the multi-cultural strength of the Philippines, I'm all for making it a teaching and training capital. As a culture that is actually the most predisposed to foreigner tollerance (in my opinion) we would do well to build up an army of technicians to meet the technical labor needs for sustainable technology.

The markers are there in the news and the history: tech has just barely scratched the surface of complete sustainability with nissan's electric car, new natural gass findings will give the country some energy space to grow the infrastructure larger (and create jobs), the election is looking for a new leader and the Filipino people has shown greater wisdom in each election, and other factors...

I'm kinda' infatuated at the idea of a "war-time" economy, particularly in a war against poverty. Unlike war which is just a black hole of consumption, a relatively small and poor country like the philippines can actually make a 180degree turn around if we charged towards this particular goal in this current economic crisis. There is a motivator, a goal, and a (bloody) adventure by which we have to confront our internal corruption and monopolistic entities and give capable a chance.

Fighting incompetence, studpidity, corruption, ignorance, etc is a war I'd gladly get behind on. I think if we did this, we could finally carve out the identity the Filipino People have been needing to form. A kind of people reminisent of the philippines of their glory days- highly educated, cosmoplitan, hard working, diplomatic and amiable. A moderate people who can listen to all sides, keep their own council and act on reason.

One can even say, it could be what Marcos could have made us into before the greed, megalomania, and his Imelda's wrath consumed him. I'm a believer in the Filipino's pragmatic intelligence, ever since the RHB polls shows that they were slowly rising out of the fascist grip of the church and started trying to make informed decisions on their own. I hope the momentum doesnt stop.

In terms of presidentiables. One deciding factor is the ability of the Politician to do BIG projects. The Philippines will need to make sacrifices and hard decisions that requires not just a Lone-president and her cronies (and fumbling and overly corrupt husband and his monsterous appetites) but a Partnering of a capable husband and wife. You want someone who can see an issue in as many point of views as possible, and with a highly capable support system.

Mar is just a "KSP" jerk with his publicity Stunts. I hate that he just seems like a ton of bull with just stunt after stunt (with some stunts backfiring and making his agenda quite plain).

I don't need a president with a clean record BTW, I need a president that Plays the GAME and plays it well. Cause once the people throws his support, he can change it to suit is own goals. I want the president who materially is satisfied and has goals far above the material concerns for gain. He/she would have to be rather young ambitious and incredibly discreete about it. Tech savy is a plus for me, because it means he is willing to open his mind to the eventual change technology will enter in.

Right now I've got Villar and Noli as my top two. Primarily up there because of their ability to get projects going with little or no hitch. I'm actually going for villar, but Noli is pretty good except that he isn't that tech savy or capable with the game. Villar on the other hand is obviously the leading canditate because of his abilities and is now being attacked by EVERYONE (except noli I think). Because everyone attacking has not chosen to take the higher ground, I'm pretty much not voting for them. Who wants a president who is too quick to press the trigger?

Chiz on the other hand, doesnt have the weight in project accomplishment of the two and I feel that it is an ability you cannot learn on the fly. In my meager management experience, throwing one's weight is actually a skill, because those acts do damage regardless of DAO or Common Cause. I want a president who can push this bureacratic engine to overdrive in case of an emergency and keep the generals under control. (things Chiz can't do).

Gloria has proven she can do all the above, the problem is that she is alone and unable to execute more cunning strategems. I understand better the factors around her corruption, not that they are still inexcusable, but if she wanted to get us to spend $1B she could have gotten her money indirectly from agents who will profit from the success and not take a direct bribe and cut. I'm begining to undertand that she got in bed with guys like abalos, because she does have finite power, and that deal was going to go south very quickly because not all the creeps got the cuts they wanted. That is the problem of getting a direct cut, even in developed countries secret conflicting interests are the bread and butter of many politicians. I'm more for that kind of class, compared the old school corroption.

One other thing I would like with a president, someone who can divide and conquer his political enemies. I know a villar would be much scarier for warlords and for good cause. I want a president who can slowly set the warlords back a notch. Take that power and break it up to smaller pieces. A president that can go offensive (Like a Putin!) and crush their enemies under their thumb systematically and efficiently.

6 years is a short time, but can be a long time if the right momentum is made. Make the people feel the threat of Recession is Real behind them and scare them into effectivity and productivity. Make something out of this country and retire with your cronie on top (like Putin!).
