GDP and the WAR time economy

Since I've previously talked about how the State can train a soldier to do quite amazing things, I've often wondered how a state can instead invest in a scientist, technician or entrepreneurs.

The Philippines spends around 2% GDP in the military. I figure about roughly 40% of our GDP is lost in corruption and the feudalism of the organization. looking at what America was able to do when they allocated 1% of their GDP on the space project during kenedy's time (and currently 5% on the military). I was wondering if the Philippines will ever have a leader that can push the envelope and create a specialized infrastructure designed to train filipinos to take up science and tech jobs all around the world.

basically, allocate enough GDP to make WAR on poverty. A REAL WWI vs poverty economy! Training as many highly skilled technicians to bring up the technological infrastructure base of the the Asia an the developing worlds UP to meet developed worlds standards but at a level of efficiency and sustainability with the hindsight of what had happened.

The next president, if someone with brains and a political cunning to get projects going (something you have to give villar- if he will do a project it will get done; not get caught up with the problems a incompetent president would get into) can put the country ini the MOST Sweet-spots of opportunity: a real war time economy to fight poverty.

Thats what I'd like to see; Jobs created by funding the building of Schools. More competition against the Antiquated and Obsolute established educational institutions, Taking in more foreign students to make the country a Training and Schooling Capital of South-East Asia!

With the foreign money and the technical expertise going up, projects like Subways, Mass transit systems, better infrastructure and quality of life measures in Metro manila and all the other cities.

Good News... it seems asia will be the first to emerge out of the recession. My sources is my Politics and History guru friend, but knowing his sources I can keep that information in the back of my mind.

I believe that the philippines despite its own imperfections can adopt War-fighting morale. It should even be a war-time slogan posted in ALL the bill boards "DIGMAAN LABAN ANG KAHIRAPAN" War on POVERTY!!!
