My goverment again: Philippine Customs
Philippine Customs. The Philippine postal service has been constantly ridiculed because of the epidemic corruption and inefficiency. These days large companies that provide basic services that have sensitive information use their own "mail" service.
The Postal Service, despite how vital its role for commerce and creating job opportunities is one that has one of the least credibility and thus, no one uses them to conduct serious commerce dependent deliveries.
Today, i've just learned my G3 magazines is stuck at customs and I've heard the Horror stories of the processing OVER charge beyond the 10% customs and 12% vat to a bunch of miscelenous fees that go up to 50%!
My luck with government services is terrible. I almost always get the most corrupt or the most incompetent people and I'm too impotent to do anything about it. All I can do is just have to throw money at the problem (sigh). People who talk about justice and rights, (like myself) have a lot to learn about complete powerlessness and the consequences and opportunity cost of such. I don't have the emotional or monetary capital to create any systemic or lasting change.
Interestingly the Department of Finance is in charge of Customs. They are also In charge of VAT. So for the service of customs and vat they get to tax me twice for something I paid for already and will use for my own purposes. If there is anyone who learned about the Customs Tax on books being Reinstaited and Dismissed- one can see how fickle and opportunistic the body of Finance is.
I've read up on the what the Dept of Finance does. Basically-because the Tax collection is so Bad and riddled with inefficiency- they throw in the 12% vat on everything as way to make up for lost revenue instead of fixing the system. Inefficiency that may not just be in Graft or Corruption But REAL Inefficiency from incompetence and terrible systems in place. Imagine if they could just fix THAT aspect, instead of the G&C so much politicos like to waste spit talking about. Inefficiency and a better business system is all people really need- sounds simple, it can be simple given the amount of entrepreures there can be found in a people struggling to make a decent living- if only opportunity can be found.
Oh well, right now nothing much can be done about the situation except possibly fixing one's own efficiency. If you can improve the quality of life of everyone around you- then they have enough precious time to lose pursuing happiness- a pursuit that will eventually run them against the goverment's inefficiencies. With enough people bitching and whinning something can be done- IF there are enough people.
Quality of life = to the time and opportunity to criticise one's goverment and push for improvement (Which there is always room for).
